A GROUP INCENTIVE PROGRAM FOR FARMER ADOPTION OF BEST MANAGEMENT PRACTICES: AN APPLICATION TO THE NITRATE POLLUTION PROBLEM IN CENTRAL ILLINOIS AgEcon
Ipe, Viju C.; DeVuyst, Eric A..
The paper demonstrates a group incentive program to encourage farmer adoption of best management practices. It is demonstrated that the best management practices may not actually reduce farm profits but may increase farm profits and reduce environmental pollution. This may bring about a win-win situation for sponsor, the farmer participating in the program, and the society as a whole. The results show that the farmers subjective beliefs about response of corn yields and profits to nitrogen application differ from the simulated responses which in turn results in the willingness-to-Accept for adoption best management practices significantly higher than the expected program payments. The program could be implemented as an educational effort to...

A Joint Framework for Analysis of Agri-Environmental Payment Programs AgEcon
Cooper, Joseph C..
This paper presents an approach for simultaneously estimating farmers' decisions to accept incentive payments in return for adopting a bundle of environmentally benign management practices. Using the results of a multinomial probit analysis of surveys of over 1,000 farmers facing ten adoption decisions in an EQIP-type program, we show how the farmers' perceptions of the desirability of various bundles changes with the offer amounts and with which practices are offered in the program.

Best Management Practices to Enhance Water Quality: Who is Adopting Them? AgEcon
Ghazalian, Pascal L.; Larue, Bruno; West, Gale E..
This study investigates the determinants affecting producers’ adoption of some Best Management Practices (BMPs). Priors about the signs of certain variables are explicitly accounted for by testing for inequality restrictions through importance sampling. Education, gender, age, and on-farm residence are found to have significant effects on the adoption of some BMPs. Farms with larger animal production are more apt to implement manure management practices, crop rotation, and riparian buffer strips. Also, farms with larger cultivated acres are more inclined to implement herbicide control practices, crop rotation, and riparian buffer strips. Belonging to an agro-environment club has a positive impact for most BMPs.

Comparative analysis of models for design of infiltration basins in unpaved roads AGRIAMBI
Silva,Danilo P. da; Pruski,Fernando F.; Silva,José M. A. da; Meireles Filho,Waldir D. M..
Unpaved roads are of great importance for the economic and social development of a country. Water erosion provoked by the concentration of runoff along the road is a principle cause of its degradation. The construction of infiltration basins for runoff retention on unpaved roads is a usually alternative for the problem solution. The use of more coherent methodologies for designing infiltration basins is fundamental for the appropriate road degradation processes control. Therefore, the objective of this work was to perform a comparative analysis of a methodology for the design of infiltration basins that consider an intense rainfall associated to a determined return period, with a methodology that use all events of a determined precipitation series, and...

Cost and benefits of using best management practices to control non-point sources of pollution under environmental and economic uncertainty AgEcon
Rodriguez, Hector German; Popp, Jennie S. Hughes; Gbur, Edward E.; Chaubey, Indrajeet.
The economy of northwest Arkansas, including the Lincoln Lake watershed (a sub-watershed of the Illinois River), relies greatly upon livestock and poultry production. The supply of production by-products is increasingly under scrutiny as one of the potential sources of water pollution in the region. In light of the recent economic crisis, methodologies that help producers to evaluate the environmental and economic impacts of several practices before implementing them may be a cost-effective means of increasing BMP adoption. This study uses stochastic dominance techniques to evaluate, environmentally and economically, ten best management practices (BMPs) combinations to lessen water pollution in the Lincoln Lake watershed. All BMP combinations analyzed were...

Decision to Adopt and Exit Best Management Practices by Dairy Farmers AgEcon
Hall, Larry M.; Paudel, Krishna P.; Gauthier, Wayne M.; Westra, John V..
Dairy farmers in Louisiana were surveyed to find out the factors leading these farmers to terminate best management practices. Results indicated that only few farmers have exited the practices once they adopt those. However, the longevity of best management practices adoption can be increased by emphasizing on education and targeting to operators who have already been in dairy practices for a longer time period.

Factors Affecting the Decision to Adopt and Continue Best Management Practices by Broiler Producers AgEcon
Paudel, Krishna P.; Devkota, Nirmala.
We analyzed survey data collected from broiler producers in Louisiana to understand the factors affecting the longevity of best management practices adoption. Results indicated variables such as future expansion potential and the length of time the farm have been with the family decreases the chance of adopting best management practices. Our results support the idea that education and income would have positive results on the entry decision to adopt best management practices.

Factors Influencing and Steps Leading to the Adoption of Best Management Practices by Louisiana Dairy Farmers AgEcon
Paudel, Krishna P.; Gauthier, Wayne M.; Westra, John V.; Hall, Larry M..
A logistic regression procedure was used to assess the impact of socioeconomic attributes on the best management practices (BMPs) adoption decision by Louisiana dairy farmers relative to cost-share and fixed incentive payments. Analysis of the steps in the BMP adoption decision process indicated visits between producers and the U.S. Department of Agriculture–Natural Resource Conservation Service significantly increase likelihood of BMP adoption. Producer willingness-to-pay results indicate that marginal increases in dairy BMP adoption and associated improvement in environmental quality require increased technical and financial assistance.

Rotational grazing adoption in cattle production under a cost-share agreement: does uncertainty have a role in conservation technology adoption? AgEcon
Kim, Seon-Ae; Gillespie, Jeffrey M.; Paudel, Krishna P..
Rotational grazing has been promoted as a best management practice with environmental benefits and associated higher revenue. Its adoption rate has been relatively low. This study investigates the role of uncertainty in the adoption of rotational grazing with a cost-share by cattle producers. Mail survey results indicate that 63–71 per cent of cattle producers are uncertain about adoption with a government cost-share. The study suggests that the possibility of uncertainty should be considered in cases where willingness-to-pay is elicited in the context of adoption of technology.

The Agricultural Policy Environmental EXtender (APEX) Model: An Emerging Tool for Landscape and Watershed Environmental Analyses AgEcon
Gassman, Philip W.; Williams, Jimmy R.; Wang, Xiuying; Saleh, Ali; Osei, Edward; Hauck, Larry M.; Izaurralde, R. Cesar; Flowers, Joan D..
The Agricultural Policy Environmental eXtender (APEX) model was developed by the Blacklands Research and Extension Center in Temple, Texas. APEX is a flexible and dynamic tool that is capable of simulating a wide array of management practices, cropping systems, and other land use across a broad range of agricultural landscapes, including whole farms and small watersheds. The model can be configured for novel land management strategies, such as filter strip impacts on pollutant losses from upslope cropfields, intensive rotational grazing scenarios depicting movement of cows between paddocks, vegetated grassed waterways in combination with filter strip impacts, and land application of manure removal from livestock feedlots or waste storage ponds. A...

The role of grazier motivations and risk attitudes in the adoption of grazing best management practices AgEcon
Greiner, Romy; Miller, Owen; Patterson, Louisa.
The onus on landholders in relation to environmental performance is ever increasing. One tool for achieving environmental improvements is the design and promotion of region-specific ‘best management practices’ (BMPs). These are conservation practices aimed at reducing diffuse source pollution from agricultural lands and thus improving end-of-catchment water quality. A suite of grazing BMPs were developed for the Burdekin Dry Tropics region in a consultative fashion but without explicit consideration of knowledge of adoption processes. It is known from the literature that farmers’ goals and risk perceptions in particular influence adoption decisions. This paper utilises the data from an earlier grazier survey to explore to what extent grazier motivations...
